[Salarpuria Greenage] Alpine / Birch Exit ways used as throughfare

Hi All,
Of late there has been an increase in the number of vehicles using the Alpile/Birch Ground Floor Parking area as a thoroughfare. Vehicles enter from the entry point near the Iron Vendor Shop(Birch B Ground Floor) and exit from the exit point adjacent to the main Facility Office and vice-versa. Often these vechiles go through this space at a high speed. Since, the entry/exit doors from Alpine and Brich ( A and B blocks - so total 4 Entry+Exit points) open directly to this space, there is always a high risk of a fatal accident as there are blind doors from the lift lobbies of these blocks opening directly to the path.
I have personally stopped some of the erring drivers and tried to educate them on why they should not be using this route as a thoroughfare. Have received  various responses ranging from ignorance, route being short-cut!!, apology to some very rude behaviour.
Further, I have raised a formal complaint with the facility office today ( Complaint #400) and have asked them to seal these two entry exit points so that we can avoid any untoward incidents.
A humble request from me ( and am sure many other residents of Alpine and Birch Blocks) to all the residents of Greenage to NOT TO USE this parking area as a thoroughfare.

Parking slots

          We find that a good number of car parks are not yet marked in spite of allotments.      With almost all the apartments sold as far as phase one is concerned, it is surprising that so many slots are still not marked with related unit numbers; whether it is ground floor, upper basement or lower basement.

Also considerable number of cars parked are not having parking stickers. Even visitors parking area is not spared of misuse.

With a slack security it is possible for unauthorized cars are parked inside the campus by unscrupulous elements with  criminal intend leading to avoidable   criminal enquiry on the maintenance manager.

There IS insufficient signage to indicate entry/exit routes, way to  blocks from DRIVEWAYS AND the basements,

A good number of parking slots are facing water trickling from pipes or roof above and damaging the car exterior. Fearing further damages residents have moved to other places deserting their allotted car slots.

Two wheelers are parked at will for the simple reasons that there is no sufficient assigned parking area marked. There are a lot spare spaces available to earmark for two wheelers.

Cycle stands need to be provided in convenient locations enabling residents to keep cycles chained 

Traffic around Greenage

           The driveways are supposed to be used for vehicles, but due to the restricted space available whole drive way is used for multiple purpose , as facilities are yet to be made ready in phase two the driveways are the only source for  walking, cycling, skating, playing by kids and hase become vulnerable for accidents.  Taxis, autos, vendors trucks, delivery bikes etc. are  seen driving at dangerous speed. Even the speed breakers are not  a   hinderance to such dangerous drivers. Speed restrictions of 10 km/hr is not displayed predominantly. the securitiesad vulnerable points should stop and advice the violators.

All these deficiencies will lead to security issues and safety of the residents vehicles.
Needs immediate attention

This problem of dirty & stinky water coming in flush tanks of all Greenage flats is a perineal problem. 

It is because of incompetent Facility Management services rendered by the current service provider as is evident from their total silence to innumerable complaints & also not being able to even update the status of old complaint no 225 logged on 3rd February, 2016 in Apnacomplex complaint forum on the same subject despite Assistant Facility Manager making personal visits in many flats (including ours) on 21st April & making commitment to update the status.

THIS IS PHYSICAL DEMONSTRATION OF THEIR SHEER INCOMPETENCY IN MAINTAINING THE STP.

Several residents of Salarpuria Greenage had a meeting last Sunday to discuss Cuddles charges and quality issues over growing concerns on Cuddle exorbitant charges which is affecting our basic right to utilize creche facility inside our own residential complex for which we have paid our hard earned money and made Salarpuria Greenage a grand successful project in Bangalore. Further to not being able to utilize basic service, it is affecting day to day life of all working parents who have to now look outside or helplessly pay exorbitant charge demanded by Cuddles.

We as one voice of all residents in Greenage raise our severe concerns over Cuddles exorbitant charges and call for a discussion with Cuddles management and/or SS management to negotiate the charges and find both short term and long term solution of the problem which is badly affecting our day to day life.

So please let us know if you are willing to meet all residents on coming Sunday (29th May) in Greenage Creche itself around 11am in the morning. We want to discuss this over weekend only so that most of concerned residents can join. I hope cuddle and SS management can afford some time on Sunday to listen to plight of several residents who are their esteemed customers. In case coming Sunday 11:00am is not possible, please suggest an alternate convenient time to meet all residents of Greenage.

PS: - Below I am summarizing the discussion severals concerned residents had. We organized the discussion under following four below topics: (Fellow Residents, please feel free to add to it if I missed anything)

1) History of residents involvement in selecting creche vendor:
  • This topic discussion was driven by Butun and Prashant who told us that they had formed a creche selection committee and had explored several creche working over weekend.
  • The creche selection committee had shortlisted 4 creche service providers and cuddle was one of them.
  • Creche selection committee has laid out several guidelines to be enforced, few relevants are:
    • The creche charges for Greenage should be 15% less than the market rate
    • The charges must be fixed in the beginning and should not increase for 3 years
    • Security and no transport for creche facility in Greenage should not be excuse of any extra charges, as we have already invested our hard earned money in the complex and on on top of that we pay maintenance charges which includes costs for security in the complex       
  • But unfortunately, final decision was unanimously taken by SS management only ignoring guidelines laid out by Creche committee and without taking consent & without involving creche selection committee members formed by residents.

2) Analyzing Cuddles charges and compare it with outside creche:
  • To start with we analayzed Cuddle day care charges including how much it was increased from last year.
    • Cuddle fee structure is totally unjustified which leads to eventually very high charges.
    • For example, refer to attached "cuddles fee structure 2016" document, basic quarterly half day care for "12 weeks to 22 months" is 22,500, but that is only from 1pm to 6:30 pm. And for additional extended half an hour Rs 4500 and moreover Rs. 3000 maintenance fees and Rs. 9000 2-times food charges quarterly. To add to everything Rs. 5000 admission fee + Rs. 500 application fees and Rs. 7000 day care kit. So fixed monthly costs comes to Rs. 13000 and one time cost Rs. 12500, just for half day care facility.
    • If you refer to the cuddles charges in 2015, attached "Cuddles_Daycare_Fees structure_2015.pdf", corresponding charges were Rs. 21000 basic (7% to 9% increased in 2016), Rs. 3000 Extended half an hours (50% increased in 2016), Rs. 3000 maintenance (same in 2016) +  Rs. 7500 2-times meals (20% increased in 2016), Rs. 6500 daycare (7.7% increased in 2016), Rs. 5000 Admission fess and Rs. 500 Application fees (Same in 2016).
    •  So in 2015 corresponding cuddle charges were Rs. 11500 monthly  (13% to 15% increased in 2016) and one time cost Rs. 12000 (4% increased in 2016).
  • Cuddle fee structure is totally unjustified and unreasonable, compared to what creche outside are charging.
    • None of the creche outside even in HSR layout has this kind of fee structure resulting to such a high fees of basic day care facility. 
    • For most of the creche outside day care include timing 8:am to 8:00 pm and fee ranges from Rs. 6000 to Rs. 8500 per month including food, without any admission, application and day care kit charges.
    • I have enquired in Elly Child care, they just take Rs. 6500 per month for 8am to 8pmincluding full day food. NO additional one time charge for admission, application and day care kit.
    • Creche outside provides beds and just asks parent to provide bedsheet and pillow, so that there is NO charge for day care kit. There is no reason to take any such exorbitant charge like Rs. 7000 for day care kit.
    • One more example (refer to attached cherubs.jpg), cherubs in hsr layout, Just Rs. 6000 for half day care (from 12:30pm to 7:30 pm) and no additional one time or day care kit charges.
    • One of the resident sending his kid to Cera in hsr is paying Rs. 8500 per month for full day care including food. He was thinking to admit his kid in cuddles, but after knowing such  exorbitant charges by cuddle, he was really worried that how living is such a nice complex is at all useful.
  • Given all these day, no one would deny that Cuddles is taking unreasonably exorbitant charges. Moreover, as mentioned by few residents per hour charges for holiday or for any urgent situation is Rs. 200 per hour which is also too high. If you compare cherubs.jpg, per day charge is just Rs. 700 for 9am to 7:30pm.
  • To top all these, cuddles has also indicated to parents that there will be increase fees for coming year also. They are already talking around double the charges compared to outside. We need find a solution to bring it down to half.
             
3) Cuddles Quality issue and other concerns:
  • Overall people are fine with quality but there were some concerns:
  • Not all staff are trained
  • Facility not upto the mark compared to cuddles in HSR layout, though rate of both are equally exorbitant.
  • HSR cuddles are powered by Educomp with more learning instrument, but that is not the case of cuddles in Greenage who are saving franchisees fees here.
  • There should be SMS facility to update parents
  • Creche facility Should start by 8:00am and run till 8:00pm. There are working people who go early and come late. Cuddles is of no use for them.
  • After 6pm kids are just left with maids
  • Cuddle should provide facility to pick kids from Greenage main gate for after school day care facility
  • Staff/teacher to Kids ratio should be better. For example, it 1:16 in cuddle day care. In most the creche outside it is 1:7 for day care.
  • Timing should be little flexible. In bangalore traffic, it is impossible for parents to guarantee a fixed time to pick kids back.

4) Next Steps:

  • Ask cuddle and SS management to benchmark market rate of Creche outside, and present the data to all residents.
  • Short term - Negotiate charges with Cuddle and SS management to bring it par with market rate
  • Long term - Work with SS management to reduce rentals so that more benefits can be passed to residents to ensure creche charges are 15% less in Greenage compared to market rate. Overall we understand that more than 30% load goes to rental. The creche place should not be treated as commercial place, rather rent should be fixed same as per square feet apartment rate in Greenage. With that we should be able to attract competitive creche service provider with reasonable and much affordable rates to residents.

[Salarpuria Greenage] Leakage of Water in Alpine LB Parking area and Stray dogs.

There is continuous leakage of water is happening in LB Parking area of ALPINE building and  dirty water is  also flowing in the parking area. When inquired with house keeping staff, they have informed that dirty water from basement and Upper basement parking areas are leaking through a broken pipe. As the outlets have not been cleaned, stagnation of water is taking place on permanent basis and parking area is stinking with Bad smell. I am worried about the life of the building ,as the gap is widening day by day as the vehicles are plying regularly on UB Area. I am ready to accompany your representative the explain the present condition, if I am informed in advance.

In addition to this dirty water, the house keeping staff and Car Washing persons are keeping the tap Open in the LB Area and water is flowing most of the time. You are requested to kindly take necessary steps to stop the leakage of water from Upper Basement parking area immediately.

I have also noticed that couple of stray dogs are roaming in our Complex and I am worried that they should not bite children once again, which had happened few months back.
I trust my compliant will be taken up on Priority basis and necessary steps will be taken at your earliest.

Not couple - today morning at 07:30 am I saw as many as 3 stray dogs loitering together at the exit ramp.

My open complaint regarding this leakage in A & B Block LB area was made in January, 2016 & the status is still being shown in Apnacomplex.com "Complaints" tab as "Open" without even passing through the stated Escalation Matrix.

  • Update your contact number in faclity office.
  • Give your contact number to neighbours as well.
  • Disconnect water supply to your flat if you are keeping your house closed for months together.
  • Close the water supply for you water purifier,washing machine etc if your are out of station for more than a day.
  • Don't close kitchen utility shaft permanently. Grill or strong door with easy access can be an option to prevent burgulary.
There was water leakage in the flat above us causing water seepage in our ceiling. After 2 days we were able to contact the owner. Still we are not sure if the issue is fixed and have no access to enter the flat. Its suspected that connection to water purifier is broken & flooded the house. 
In addition to water wastage,structural damage & tension for fellow residents your flat interiors will also be spoiled with water leakage.

You may be aware of various shops allowed to occupy the ground floor of Juniper block.
A few shops happened to be welcome as a convenience to the residents to compromise  the  residential block to be used as commercial space.
But in the recent times a few shops has come up viz. a family doctor, family pharmacy and a chat shop.
The services by these are more commercial centric to gain without the intent of benefiting the residents.
the intention of allowing these commercial activities is to benefit Salarpuria group by way of rent which is condemnable.

The services are poor as seen from a lot of mails  from residents.

The public toilets are blocked for exclusive use of” family doctors” the chat shop without proper space for catering encroaches the moving space in front and utilizes the park facilities and keep panipuri kiosk on the driveway.

Please note that utilizing the juniper ground floor for these commercial activities is in violation of the plan approval and avoidable. It is also denying the rightful use of the space by the residents.

Please take note that the commercial area meant for these activities are yet to be completed in phase two.
You are requested to take speedy action to move all these activities to that area and clear the juniper area for free movement and for the enjoyment of the residents.

A line of reply within two weeks time   will be appreciated

[Salarpuria Greenage] Flooding in Oak Lower Basement

After just one night of rain Oak and Juniper Lower basements are completely flooded.

The only way I could reach my vehicle in the morning was to remove my shoes and wade through the dirty water barefoot.

With the rains barely having begun this is a rather sad state of affairs.

Please advise the residents of what action is being taken regarding

1. Immediate clearing of the water in Oak Lower Basement
2. Prevention of flooding in the future.

The lifts in Cedar blocks are perennially non-functional and you have not paid any heed to a million complaints that I along with many residents have made. No action has been taken whatsoever and I continue to walk down or climb up 18 floors at least 3 times on weekdays! I see a lot of maids and cooks struggling to make their way to the flats to do their chores. This happens in the morning where we are all in a rush to get to our workplaces! In the A wing, despite there being a majority of occupancy, only 2 lifts are made functional. Out of these, on a good day, one of lifts works and on a regular day, none work (Today being an example)!! I have insisted on making all the lifts functional so that at least 2 lifts are functional at any given point, which has been totally disregarded. I don't see any reason why I should be paying Rs. 1500 for this kind of substandard service. 

As you can guess from this email that I am close to losing my patience and expect resolution on this as soon as possible. Lifts conking off in the morning is not acceptable for any reason - be it water clogging due to rain or technical problems. Repair and maintenance must be done when the lifts are not being used by the residents. Make all three lifts functional to commensurate with the electricity charges you are expecting us to pay and for the sake of living up to the "Trust is what we build" slogan!! 

If this is not taken seriously, I'd assume that you are ready to face legal action.

[Salarpuria Greenage] COMMERCIAL ACTIVITIES INSIDE GREENAGE

In the past six months or so we have seen a number of exhibitions conducted inside Greenage, mostly occupying the lawn, fountain piazza near the lap pool or juniper lobby. Sometimes kiosks purely with commercial intent is allowed. Salapuria group has no right to utilize the above described common area as a source of revenue. It is construed as encroaching upon the right of owners UDS of property.
These encroachments deny/restrict  the residents to enjoy the limited space made available at present( as considerable area of space assured  in the  brochure is yet to be made available to the residents.)

Kindly avoid any such encroachment on the UDS of ownersforthwith  and allow the residents to enjoy the space at their will

Requirement of an agency for administering a gated community like Greenage

The capability, experience in maintaining a large residential complex such as Greenage, financial discipline, previous performance, quick response to urgent complaints controlling manpower and materials.

In reality at Greenage

To our assessment based on exposure by NEELANCHAL GRIHA NIRMAN (PVT) LTD at Greenage,  in the past three years, they have failed in all the above requirements, they have handled every single problem'"in utter dismal fashion exposed their lack of experience in every field of activity. They forget to understand that they deal with owners but  handles the residents only like there tenants

As the company has not so far furnished or published its background and its growth to greenage residents and representatives to convince their capabilities, I have google-d and got some information for the benefit of the community. With Mr. Bijay Agharwal and one another as directors, the company started and was mostly in hibernation for about six to seven years and during March 2015 the company replaced the directors by one Mr. Sanjay Agharwal and another new name. I am not sure if the new director is the same one who handled marketing of Greenage apartment.  The field level staffing is visible. but that whole facility office is shared by Greenage griha Nirman  ltd and Salarpuria Sattva the two joint promoters of the project.

1)It is normal and good practice to entrust maintenance to a third party with no common interest of business between them and promoters to draw a clear boundary between construction activities now going on and maintenance , to ensure clarity and segregation of manpower,money and materials. There  are so many experienced firms available in bangalore and elsewhere. Maintanance of complex of this large size needs to be done with more scientific ways and sufficient registry and documents are to be maintained .

2) security is not properly systemized, the men are not informed/trained to deal with residents,visiters,vendors, parking of vehicles or regulating traffic.  Thefts, trespass by outsiders, are common. Thefts are not taken seriously by management.Sadly the facility has no clue to deal with vandalism inside lifts, The SOP published by facility team is not followed by words and spirit

3)  As far house keeping, the facility team failed to implement mandatory waste segregation for the past three years and recently efforts are seen in Alphine block and yet to cover other blocks.

4)  Parks, lawn and greeneries are provided with sprinklers and drip irrigation. During early days,these were working daily but in the recent past the whole system is kept aside and watering is done manually with hose pipes. There appears no attempt  made  to repair damaged pipes, missing of sprinklers, pipe blocks. most of the plants are missing or withering or lacked pruning

5) maintenance complaint of common in nature  registered are sometimes closed without sincere attempt
And without any reason. leaking pipelines in basement floors, and carpark area, etc

6)Water management is neglected. No information on test results of quality of water is published. Needs information of consumption to keep the demand under control and avoid waste. Proper logs are not installed to record history of pumps and machineries.

7) STP is running with unacceptable level grinding noise and needs attention for its life.

8) fire equipments like pump sets, CO activateable air handling systems are not tested for there readiness in its lifetime sofar. Periodical fire and emergency training is not programmed. No assembly point  displayed.

9)monthly maintance accounts revenue and expenditure statement must have been published.  the company preferred fixed maintenance charges and avoided billing actuals for maintenance

10) preventive maintenance of plant and machineries needs to be established. Lifts,borewells, generater sets, electrical panels etc. due to lack of transparency A wild guess is made that it is not in place as all the above nine  points are visibly seen deficient and hence.

11) leaking pipes of water lines and sewage lines are regularly reported by residents and not any permanent solution is eluding.

12) vehicle parking and traffic regulations are not enforced, resulting in frequent violations, wrong parking, over-speeding, unidentifiable cars parked without questions, etc.

Thelist is not exhaustive.

NGNL DON’T HAVE THE MINIMUM COURTOSY TO REPLY OR ANSWER CRITICAL ISSUES TO THE RESIDENTS.



It is high time  SS group   goes for a third party to maintain atleast A and B blocks immediately followed by K and J blocks etc. and make the maintannce activities transparent in future.
Cedar and deodar block which are now charged heany fixed maintenance of advance for a period of one year violating the principle of three monthe advance may also be brought to third party maintenance immediately.

Reply on the points raised in this mail will be appreciated preferably within a period of two weeks
from the date of this mail.

YOU can make  difference by avoiding the use of plastic entirely. On 15 May, 2016 near Swimming pool & in front of Alpine block.

Hand over any 5 plastic products for recycling and take home an eco-friendly bag! They could be:

a)      Plastic carry bags
b)      PET Bottles (Packaged Drinking Water/Soft Drink)
c)       Plastic Packaging Bags (packaging bags for pulses/groceries)

The plastic we collect will be sent to a recycling plant and will be converted into recycled products.

Take your first step in creating a Cleaner & Greener Environment.
